Consultation on mobile site-to-site connectivity backup

One of our members is facing the following challenge:

For backup of data and of IP telephone connectivity between two sites, we want a mobile site-to-site connection which can communicate over Layer-2.

Can anyone share some ideas or propose possibilities on how to implement this?
