Belgacom and the enterprise market: beyond remedy?


After the dossier of a former top executive of Belgacom accused the incumbent operator of unfair competition, the Competition Council and other competent authorities will decide whether or not Belgacom violated the law. BELTUG can only conclude that in essence competition is lacking in the enterprise market. Right after liberalisation, competition was even nonexistent because the new operators were still unknown, but even after substantial investments by these alternative operators Belgacom still takes the lion’s share. Moreover, the enterprise market is not dynamic; BELTUG data show that 60% of the enterprises remain with their provider after a request for a quotation, and call increasingly on integrators (Belgacom acquired independent integrator Telindus). BELTUG has high expectations for Telenet and Mobistar, even though both are focused on the residential market.
